Go to start>run and type "CMD" (without quotes.) It'll bring up a little black box with text type "ipconfig /renew" (without quotes.)

This all depends on what you're looking to do and what kind of connection you have. If you're looking to have a different IP than what you have currently, you can turn off your modem and turn it back on. Usually, with a cable modem, you just get the next available IP from a pool. The longer you wait to re-connect, the more likely you are to get a new IP. If it's dial-up, just dial in again. If it doesn't work, just try a couple times.

The above answer is bull, you can change your LOCAL IP address, you cannot change your public ip address, but I doubt thats what you were asking. Just go to start>control Panel>network connections>Right on your active network card>select properties>select TCP/IP settings>click properties> change it!

You have no direct control over your IP address. It's assigned by your ISP. As such, you need to contact them to have them change your IP address.

Contact your Internet Supplier and ask him to change it.
Another option is to buy a new internet
