I will be staying in Tallinn for 2 weeks; work, unfortunately. However, I will be exploring on the weekend and staying at a major chain hotel. My question is - I've been told that the water is a bit dodgy for this American and have gotten my vaccinations (including Typhoid). I keep hearing that Tallinn is a great city and technologically advanced. Does everyone keep to bottled water? How about teeth brushing? Coffee and tea?

The water in Tallinn is perfectly safe for all uses. Tallinn is lovely. It's small, but there is loads to see, especially in the old town - loads of museums, galleries, great restaurants and churches, the Russian Orthodox cathedral is quite gorgeous. There is also a synagogue in Tallinn. http://www.ejc.ee/ Most Estonians don't speak English - you should be ok in Tallinn, but off the beaten track you'll have to rely on guesswork. If you get the chance Tartu is worth a visit, it's a very pretty university city. Narva on the Russian border is also good - it's predominantly Russian, so it feels very different to the rest of Estonia. Source - I have friends in Estonia, and visit quite a lot.
I drank the tap water in Tallinn without problems. The taste varies around the city, but at a major chain hotel it should be fine. The drinking water is really only a concern in rural areas without proper filtration systems, since there are lots of small water supplies rather than a few big ones.
Tallinn is pretty safe, advanced and a beautiful city too...I don't think you'll have problems with the water, you should not worry, personally I kept bottled water, and I do this everywhere I go, not just in Tallinn...
