It is common to fly the flag at half mast for the day or two after the death of a member of Congress, so it may be because of the death of Representative Stephanie Tubbs Jones. I'm in Washington DC and the flags here are also at half mast.

I know it was quite a few days ago (June 25th) but I believe it is due to the passing of Michael Jackson. Today was the official memorial service so I think that's why most people would be doing it today.
