In PA, will automatic headlights be sufficient?

Question

We are supposed to have headlights on when wipers are on and in construction zones.  I always put my full lights on when my wipers are on (better visibility for others to have my back lights AND headlights on), but will those automatic headlights (which do NOT use my back taillights) be sufficient for construction zones?
Is this a state by state decision?

I live in Pennsylvania and i have automatic lights..i just turn on my wipers..in fact i always use my automatic lights even at night and rain..so if you have automatic lights that should be good enough.
