I'm trying to figure out how I'm related to Herbert Clark Hoover. I know that he is the great-great grandson of John Hoover, and that I am the 5th great granddaughter of Peter Hoover, who is John's brother.

I find it easier to line them out. Put the two brothers on one line, one child each below, one grandchild each on line 3, and so on, making up names as you go:
John & Peter = brothers Adam & Andrew = 1st cousins Bruce & Bernard = 2nd cousins Charles & Carl = 3rd cousins HERBERT CLARK & Dorothy = 4th cousins Edward & Elizabeth = 5th cousins Frank & Francis = 6th cousins George & DARTH AMYUS = 7th cousins
Herbert is three levels above you. He is 4th cousin to your great grandmother, "Dorothy", so you and Herbert are 4th cousins three times removed through her. If you can find a great grandchild of Herbert (I named him "George"), you two would be 7th cousins.
It would probably make more sense if you copied this off and changed the names to the real ones.
