I have a sliver in play that gives all slivers shroud. I also have a sliver that says all slivers have tap to regenerate target sliver can i regenerate the sliver with shroud cause they all share the abilitiy. And also can a day of judgement kill all my slivers even though they have shroud?

Clot Sliver gives all slivers the ability to regenerate themselves for 2 mana. That is not targeted so it works even if they have shroud.
Crypt Sliver says that all slivers can tap to regenerate target Sliver. That would target a sliver and if they have shroud they cannot be targeted.
Likewise, Day of Judgement will kill all of your slivers since it also does not target. Of course, if they are not shrouded and can regenerate, you will come off well...
Keep in mind that anything that targets somehting will use the word target.
Depends on which Sliver is giving the regeneration ability.. Clot Sliver is not a targeted ability, so that would work with Crystalline Sliver (i'm assuming that is the one in question). Crypt Sliver and Poultice Sliver is a targeted ability, so they would not work with Crystalline Sliver in play.
Day of Judgment will kill creature with shroud. Shroud says "cannot be the TARGET of spells or abilities", DOJ does not target anything.

Edit: Magician is correct, your Slivers will gain the Regeneration ability even with a Crystalline Sliver in play... But, you were asking if you can use the regeneration ability with the Shroud Sliver in play.. and again, depends on which Regeneration Sliver you're using. One isn't a targeted ability, the other two is a targeted ability.
Shroud only protects against abilities that use the word "Target" or other keywords that use "target" in their definitions (such as Equip). So it would not prevent your Slivers from getting the regenerate ability, since it gives it to "all Slivers", not "target Slivers". And nothing about the Regenerate ability uses the word "target" (it's always "this" creature).
Similarly, Day of Judgement destroys "all creatures", so it does not target either, and therefore ignores Shroud. However, nothing on Day of Judgement prevents regeneration (like Wrath of God does), so you can still regenerate them from Day of Judgement if you have that Sliver out.
