Literacy devices? Shining brillantly.?

Hi. I have two questions. I am wondering which style figure it is when two different words with the same meaning are repeated, such as in my example: shining brillantly. And I would also like to know if "fairly accurate" is an oxymoron.

fairly accurate is not an oxymoron, seems like it's a tautology again.
