First off, the interior plains of the United States are a HUGE area. They will have to be seperated into seperate parts, because one average would not mean anything at all.
Interior Plains are dry, with only around 15 inches of precipitation a year.
Temperatures change rapidly, with huge differences in lows and highs for days of the year.
Summers are hot, winters are cold, especially at night. Normal summer highs are in the mid and upper 80's, while lows average in the 50's to around 60 in July.
Winter is the driest season of the year. Normal lows in January are in the teens, and normal highs are in the 30's to low 40's.
Snowfall ranges from around 20 to 50 inches per season, but is extremely variable.
Temperatures have fallen as low as 25 to 35 below zero or colder, and have been as hot as 110 in most areas.
