Obviously a right because anyone can have one. There are not tests or requirements. You could be living in a hole and still have a child if you chose.

Should it be just a right? No probably not because there are too many sick people out there who don't take care of their kids. I hear weekly about a child being beaten, infants being thrown across a room, children being burned with cigarette butts. Some people can't have kids because they are not meant to have kids. God gives people kids who don't even deserve them.
