Obviously a right because anyone can have one. There are not tests or requirements. You could be living in a hole and still have a child if you chose.
Should it be just a right? No probably not because there are too many sick people out there who don't take care of their kids. I hear weekly about a child being beaten, infants being thrown across a room, children being burned with cigarette butts. No, not everyone should have the right to have a child, but they do.

Having children is a privilege in some way.
Some people can't have kids because they are not meant to have kids. God gives people kids who don't even deserve them.
So to me having kids is a privilege. Some people can't have kids. And some people can.

its a right, privileges have to be earned, if it werent a right every tom,dick, and harry in the world wouldnt be allowed to bring a child into the world if they couldnt raise it.

having children is gods gift,thank god for it,it is a privilege,there are more sad stories about couples do have chidrens,for many years,who are still praying to god for that privilege you told.

It is a right to be able to have children if you are able, but it's complete chance on whether those kids will have good parents or not.

well like des said, having them is a right, but keeping them is a priviledge.. I wish more people would view their kids as a priviledge, maybe they would do a better job raising them.

Neither. It's a function of nature to keep the species going. Seriously, are people debating this?
