Learning is when you consciously strive to ingest new information. A conditioned response is when your body responds automatically based on previous experience.
If you ring a bell before giving someone food, over a long period of time the bell becomes associated with food, and the body salivates in anticipation of food upon hearing the bell, regardless of whether there is any food around.
We are conditioned in more ways than anyone would like to admit, by politicians, by teachers, by commercials, and by our media.

In the terminology of behaviorism, a conditioned response is considered learning.
