She currently has service with Verizon and I know that she is ready for an upgrade (same phone for 4 years). If I showed up with her phone, would they allow me to purchase the iPhone and transfer the service to that phone?

Probably not. I don't see how. Also is her current phone a smartphone? If not the iPhone will add at least $20 to her phone bill a month (and that's if she has one of those 3G non-smartphones like the env, Dare, voyager et al. If she's got no plan at all, it's an extra $30 month. Over the year, she will spend enough on the data plan to have purchased an iPod Touch which has no plan and can connect to the internet using wifi.
I hope she really wants that iPhone.
