She gave me her number Wednesday, and I called her Friday evening and left a voicemail. I left a short message saying hello and that I wanted to see if she was able to meet for dinner this Sunday (today). She hasn't responded, but I know she works and takes classes too. I don't want to seem desperate or uninterested, so how long should I wait to try again. Should I text or call the second time? Maybe she's more of a texting person.

Personally, sounds like she's blowing you off. You could probably text her in case she forgot to respond (it can happen) or never got the message/missed call for some reason. But I'd give up after that.

Text her next time. And keep it casual. Just text asking how she is. Then once you've been talking for awhile bring up seeing her but only if her responses are positive

is she a friend in college/work? if so, ask her how her weekend was and she'll probably mention about not replyin. if she doesnt bring the topic up, this time ask her out in person
if she isnt a friend in college/work, txt her 2moro or mayb tuesday and say "hey do you know wen youre free this week?"
