No, well most won't fit, and most can not be used according to UL. If it ain't UL approved, it isn't approved by the NEC.

Sq D HOM breakers will probably fit into some Siemens panelboard, but the HOM breakers are only UL listed for use in Sq D Homeline panels. There are a few brands, specifically I know Cutler Hammer, make breakers that are tested in other brand panels, are labelled as "classified" breakers that will legally work in other panels, but that is the exception.(Cutler hammer CL120 are UL listed to replace Sq D HOM120 and Siemens Q120)

The real weird lack of cross reference is Siemens and ITE are made by the same company, you can look at the breakers and even compare every little mold flaw and detail, yet Siemens doesn't get the two product lines UL listed to work in their own products.

You need to determine the breaker type. Square D makes at least 6 different types of breakers and none will interchange even in Square D panels. This is by NEC that requires non interchange between the gear. Unless Siemens has purchased Square D I have to say I do not believe a Square D breaker will fit in any Siemens panel.
