No voices when configuring text-to-speech?

I have Windows Vista. I'm trying to configure the text-to-speech option, but do not see any voices installed on the drop-down menu (even though I just recently installed some voices and repaired the system by installing Microsoft Speech SDK 5.1. What might be the problem?
