I cast oblivion ring(or whatever spell targets a permanent). My opponent says 'Targeting what?' I say 'I'll tell you if it resolves.' He says 'You have to tell me.' (he runs counter blue)
My question is: Do I HAVE to tell my opponent what I PLAN to target so THEY can DECIDE whether to counter it or not? 'Cuz that don't seem right/fair.
I need a judge ruling because I'm going to a Qualifier soon.

Your question actually presents two separate situations in one sentance.
When a spell or ability targets, you must choose the targets in order to put that spell or ability on the Stack.
So in the case of something like Doom Blade, you must choose that target as you cast it.
Oblivion Ring however is slightly different, as it is a non-Aura Enchantment, so the spell itself doesn't target. However, the ability on it when it enters the Battlefield does target. So when you Cast O-Ring, you don't name the target. Once O-Ring resolves, it causes a Triggered Ability with a Target to go to the Stack, so you must then choose the Target of the O-Ring ability.
