Usually not, although some installers may try to in an effort to save time. Satellite coax cable is type RG6U which is capable of handling higher frequencies with lower signal loss than the RG59 type that is frequently used by cable companies.
Preexisting cables might also have splitters, cuts or nail punctures, or other hidden defects that could make them unsuitable for reuse. Rather that troubleshoot unknown issues, it's cost effective to start fresh.

Both Cable TV and Satellite TV use RF-Coax type cabling. This is the cabling that is running through your house for TV.
If possible, the installer will attempt to use the existing TV cable. However he may also need to run a new cable to your DVR. Again it depends on your equipment and what cable(s) you have running through your wall already.
Many modern homes are now being wired with 2 or more RF-coax cables, so they can accommodate more advanced TV equipment from your satellite or cable TV company.
