I have direct tv, and my apartment manager disconnected it because it was installed inproperly.Who should pay?
I had my direct tv installed 5 months ago and everything was working fine till apartment maintenance came by and totally removed it and left it on the roof because they said it was not installed properly. They mentioned that it was grounded to the roof and not a pipe like it should. Direct tv says that since it has been more than 3 months it is out of warranty you have to pay 70.00 because it was tampered with. Who should foot the bill for the reinstall.

As it was not installed correctly direct tv would have to had uninstalled then reinstalled to install correctly. Argue the point that they should pay. This has happened through no fault of yours you are not the technician.

You're caught in a difficult situation. One says they did it right and that's all there is. The other says it wasn't done right and that's all there is. Now you're the one that's stuck. You can either take the loss with the understanding that sometimes life sucks and there ain't crap you can do about it, or... you can fight every step of the way. And fight is what it sounds like it's going to be.
Nothing is 'grounded to the roof'. The roof is not metal. The cable from the dish will attach to a grounding connector part way down the wall. A wire will run the rest of the way to the ground to a pipe, or be secured to a grounded pipe along the wall. Then the cable will continue to run from the other side of the connector to your apartment. Every installer knows this and complies with it.
As required by city code, that would be entirely sufficient. It sounds like a pÃssing match between you and the apt complex and they have some kind of beef with you. Or you've just got an assinine manager who wants to feel important.
Either way, I would make them show me exactly, and I do mean EXACTLY, where it failed to meet code as they understand it. Taking pictures might be helpful. Then I would visit city hall and check with the code inspector to see if there really is a violation. If not, my next step would be a certified letter to the manager which states that your service was interrupted without proper cause and must be hooked back up within 7 days at their expense. Failure to comply will result in a hearing before Small Claims court for compensation.
Be ready that, if they're already being so picayune, they'll probably get even worse after this incident.
