Can you help with a 1099R form question?

I still fill in the IRS forms and mail them in. Been doing that for over 60 years. Not savvy enough on a computer to do it that way.

I've always attached copy B of my 1099R forms to my tax return. Now I see it says "If this form shows federal income tax withheld in Box 4, attach this copy to your return". Box 4 on my 1099R is blank, so am I right in thinking I don't have to enclose the 1099R forms?

Want to mail my return in tomorrow (4/8) and want to get it right. Am I correct when I assume the IRS has the info from 1099R on their computers and no need to enclose them any more?

This may sound like a silly question, but things sure have changed since I filed my first return in 1953. Help, please, time is running out. Your reply would be so much appreciated.

If you didn't have anything taken out off the pension or retirement withdrawal shown on the 1099R, there's no need to attach a copy to your return.

The IRS gets the info on the 1099 from the payer. The reason they have you send a copy if there's federal withholding is so, if they don't have the payer info yet, they can confirm the withholding to see if you have a refund coming. No withholding, no refund based on the 1099 amount.

Yes, things have changed a lot!

Since you are still mailing it in you can just choose to attach it to your 1040 FIT return if you do want to BUT as it does say when they do NOT have any FIT amount in the Box 4 it is really not necessary to attach it to your mailed in tax return at this time in your life.
About time for you to seek some free face to face income tax assistance during the 2014 tax filing season and JUST quit mailing the copies in to the IRS for processing next tax filing season for the 2013 tax year.
Sure does sound like you could use some FREE HELP with this matter of filling out and filing your own 1040 FIT return during the 2013 tax filing season and I would suggest to you that you should take all of your tax information in your hand that you do have available to you for the 2012 tax year and find a volunteer site in your area for some free face to face assistance at this time in your life.

as the instruction on the form tells you unless there is an amount in the income tax withheld box it is not necessary to attach a copy

You do not need to attach a 1099R with no withholding on your tax return. If you do attach it, it won't matter.
