Ok, so at AT&T, an HTC First is $1.00 (with a contract) and the activation fee is $36.00. So, my question is would I pay $37.00 dollars? (with tax) or is there more?

Yes. You would pay for the monthly plan and probably some other fees. The problem is that they can't give that phone away, which is why it's so cheap.
