Which safe is better? 
They are both same size, weight, have combination and key lock. 
The cheaper one has a more details and reviews though. Is there something that makes the $70 one better?

As with any device, the customer reviews are your most important information about the pros and cons of the safe. It depends on what refinements you want/need in the safe, and what you wish to spend on a safe. If the cheaper safe does the same job, then you've saved more money to put in that safe!
