Ignition Switch Honda Civic vs Accord?

Question

My 2006 Honda Civic LX won't turn, and I know that the Accord has a recall on their Ignition Switches.

So my question is do they have the exact same ignition switch?

The reason I ask is that I have seen a You Tube video that shows how with a simple votagemeter the Ignition switch can be checked from the fuse box without taking the car apart.

My dealership guesses that it is the starter that is located beneath the car, but a previous Yahoo anwer stated that the starter was less likely to fail this early.

What gets me (besides other things) is that the ignition switch is covered by a plate that had break off bolts. I never heard of break off bolts, but they are bolts you screw in, then you break the tops so they cannot be unscrewed. This makes me fixing it myself highly unlikely.

Actually replacing the ignition isn't that hard if your careful. You need a good small chisel or punch and use it to unscrew the break away bolts/rivets. In other words start on the side of the break away bolt to unscrew it with the chisel. Another way is to use a die grinder/Dremel and cut a slot in it so you can use an impact driver or screwdriver to unscrew the bolts. Then when you replace the ignition use bolts with the same length and thread. And why did the dealer say it maybe the starter if you can't turn the ignition with the key? If the Civic is not recalled, obviously there is no problem with the ignition switch.  A starter is easy to check.
