It's just a turn of phrase. Cat's get that reputation for being able to land on their feet despite the length of the drop. This isn't 100% true. Some cats land on other areas of their body...so not every cat lands on its feet.

they dont . Its an expression because they are quick to recognize danger and can get out of it fairly easily. it also referrs to how they land on their feet when they fall from high places.
