windows command prompt erase won't work on problem file, I am not allowed access.?

So I downloaded a file that I needed to run a database and it had strings attached that are slowing down my computer.

I went to the windows DOS shell to use the erase command on the file but I am not allowed to do that. How can I change this?...Show more
