I could be wrong, but believe that prepaid cards have no effect on credit. Has there been a change - I don't remember a requirement of entering a social security number for a prepaid card, and without that, don't know how activity could be tied to a person's credit history. Also, no money is actually borrowed on a prepaid card, so it's functionally no more than a checking account with high fees.
