Cannot Select Safe Mode on Windows 7?

Question

When I boot my computer, I have the option to go either push the F2 key for boot mode or F12 to access the list of bootable devices  but I cannot use of the other keys until it boots up to the windows welcome page. I have ran Norton to see if maybe a virus is keeping my computer from getting in to Safe mode, now if I turn my computer off a few times and it starts up recommending to fix any errors. I don't have a choice but to let that run since I cannot control any of the keys, once it loads up though I can then use the mouse and the keys again which is weird. Maybe there is some file missing that doesn't register to let me use my keys once it gets to that option. I don't know. Any suggestion?

That's normal for a motherboard that has a PS/2 keyboard connector (mini DIN type) when using a USB keyboard.

The "Safe Mode" menu is part of the initial Windows load sequence, but before any drivers - including for the USB keyboard - are loaded.

Go in to the BIOS settings via F2 and look for "USB Keyboard support" or possibly "USB Legacy support".
Switching that on should allow the BIOS to emulate PS/2 keyboard mode with a USB keyboard.

Other than that, you need to acquire or borrow a keyboard with a PS/2 connector to use when you need the safe mode menu.
