Is asking "are all Blacks brain dead? I just listened to Hannity interview a Black 25 year old man at the Ferguson riot." racist?'?

In a recent discussion about the riots in the USA a poster posed this question. I immediately condemned it and him as being racist. He vehemently disagreed saying it was not to be taken literally and besides- it was posed as a "question" not a "statement". I'm looking for an impartial opinion.

Yes it's racist. He's trying to imply that all Black people are brain dead based upon one protester he saw on tv. Wouldn't everyone quickly call me a racist if I said I think all white people are racist because I saw one in a trailer park once?

it has an implicit bias - it is known as a leading question - not allowed in a court
