When he explained to the office I need it for my medical condition. The officer simply said sorry and write the ticket anyways. My question is why would they do this? He was having low blood sugar he could have passed out. Why are DC police so rude?

Evidently it is not his decision to make. Take it to the judge. My guess is that the DC metro has an exemption permit for something like this. Which is what he should have had and shown to the metro cop. You see the cop as rude because you are not as special as you think you are.
