Every gram of nuclear material, even waste, is meticulously tracked to ensure that it hasn't been stolen by terrorists. If any disappears, it's a very big deal, requiring a major federal investigation to track it down.

I work for a Utility who has Nuclear Plants. The number of over sight organization personnel at them is astounding. These are people who are not employed or paid by the utility, They are embedded in the facility, There is also real time electronic monitoring, and tightly calculated metrics on fuel input, removal and subsequent storage monitoring.

Hopefully no one else believes such silly things.
It's not something you could really get away with as radiation levels around nuclear power stations are monitored. You'd basically get caught immediately.
