Normally there is no fluid inside the scrotum. However, when fluid does accumulate in the scrotum, it is called a Hydrocele, which is a collection of fluid in the scrotum.

Should not be any fluid in the testicle- the testicles and accompanying blood vessels and tubes going to the prostate all are just inside the scrotum which serves as a wrapper, but it is not fluid filled. If you can feel fluid in there then see a urologist.
