If they pay rates then yes....nobody can tell anyone you can or can't use a hosepipe,you pay for that privilege.

Do you mean the fly by night ones staffed by criminals and/or modern slaves? They don't care, they'll take the money and run.
A lot of the well established car washes operating out of proper premises recycle and filter their water and have done so for many years now. There are many firms specialising in "water reclaimation" filtration systems.
