It takes more than 3 weeks to bring up sufficient electricity generating capability.  If anyone's at fault, it's Republicans, who have for decades been running the states most seriously affected with power outages, blocking green energy efforts and denying climate change.  Republicans are also the ones who have been blocking and holding up the stimulus checks.  This has nothing to do with Biden.

Biden does not control the weather, and the stimulus checks are being held up by the Republicans, since you need 60 votes in the Senate to pass a bill in regular order, The Democrats are working on getting most of it passed using reconciliation, but this takes longer and has to be done piecemeal, you can thank the Republicans for the fact that you have not received your stimulus check yet
