Biden said there's enough vaccine now for every American, so where is it?

He said it 1st week March. But so far by his and doctors own tally they've only immunizes 11% of the necessary US population to date?
What good is that? 
Do the math, at that trickle rate it'll be summer of 2022 before they immunize enough to defeat the virus and return the county to normal by what 2023?
By then won't there be another 1 million dead and no economy at all?
Why is Biden's distribution so....slow?
Trump said he could do all by July 4 this year by using National Guard and military to help pass it out, what happened to that?
P.S. I know a lot of Yahoo Answerer's on this topic don't want the vaccine and are convinced the virus is a 'fake' for those, would you be willing to refuse the vaccine and give your place in line to the people who want it?

Biden's plan was based on the dream that all the companies that make vaccine will give it to the US. He forgot that the companies contracted the vaccine to other countries. And the US health people did not bother to speak to the manufacturers.
Look at Israel; they spoke with all of the companies and grabbed whatever they could from all the companies. They contracted with a few companies, and will have over 26 million doses for its population of about 9.2 million.
