Is it is way to allow people to live together peacefully or is it to imprison, make money, and i know they are enforced....

Laws are in place to enable a safer, law abiding society .anti social people /criminals will break some of those laws and can be arrested, charged. convicted or fined to 'remind' them they live in a society and have to comply with society rules of law....
