Why did Biden call Putin a 'killer'?

I mean, he is a killer, and that is well known, but why as US President did he 'say that' on the record? Is that diplomatic/ professional? Don't we need Putin/Russia to ally up with us against communist China?
What is Biden's point in turning them off and driving Putin's Russia to ally with China against us?

That was all planned out by Biden's foreign policy team as a small part of a huge policy on Russia.   He doesn't just blurt out opinions whenever he feels like it, he plans with experts and then puts those plans into place.
