Is it illegal for a business to add water to meat and charge customers by weight?

If there's one thing I noticed about these businesses that sell meat, is that the meat sold tends to shrink to their actual size even though I paid by weight.  I feel like I got ripped off.

You worked in food processing, and you don't know the law?  Yes, it's illegal to add water to bulk up the weight.

It's not illegal if they label the product as "Water Added."

It’s legal but only up to 5% of the total weight. If it’s more than that, such as in ham, they have to say that additional water was added.

Meat does tend to shrink during the cooking process. You'd have to be able to prove that they were actually doing something unethical, and it wasnt just the way the product is supposed to behave.
