China was aware of the virus and how contagious it was.  It refused to share data or information on it with the rest of the world. It prevented people in Wuhan from traveling to other parts of China, but allowed them to fly to other countries.

That last part there is a clear indication the spread of the disease was intentional.  The Chinese government doesn't do "unintentional."

No.  It took them by surprise too.  They did engage in a bit of coverup attempting to protect businesses and sales (sound familiar?) but by mid jan they had admitted it was a big problem and communicated the DNA sequence around the world so all could work on medical responses.  After that early blackout they continued to communicate how it spread and what worked.
