China was aware of the virus and how contagious it was. It refused to share data or information on it with the rest of the world. It prevented people in Wuhan from traveling to other parts of China, but allowed them to fly to other countries.
That last part there is a clear indication the spread of the disease was intentional. The Chinese government doesn't do "unintentional."

No. It took them by surprise too. They did engage in a bit of coverup attempting to protect businesses and sales (sound familiar?) but by mid jan they had admitted it was a big problem and communicated the DNA sequence around the world so all could work on medical responses. After that early blackout they continued to communicate how it spread and what worked.

No. Nobody has any idea what "China's Actions [sic]" you're basing that assertion on, but it has been conclusively proven by numerous independent American and international agencies, organizations, and researchers that COVID-19 occurred naturally and was not weaponized.
Had China weaponized COVID-19, it would've made the first cases appear in another country, not China. It also wouldn't have done it without a vaccine in-hand for China. Your suggestion is as ridiculous as someone who wants to go around shooting people intentionally shooting themselves in the face first without any way to stop the bleeding.

Considering the death toll in China itself I’d have to say no.
China suffered before other countries did. Some countries handled the crisis competently. The administration immediately before Biden’s called it a hoax and hundreds of thousands of Americans paid for his incompetence with their lives...
And a virus which spreads easily but has a low mortality rate (1-2%) is not exactly the ideal “weapon”...
