We know exactly what Republicans in some states are trying to do. They made that exceedingly clear in their reactions to the results of the 2020 election. Trump tweeted, for instance, that he wanted the votes in Detroit, Milwaukee, Philadelphia and Atlanta thrown out as fraudulent. Those areas have large African American populations.
HR1 is an attempt to counteract Republican voter suppression tactics and to institute voting reforms that would protect the right of American citizens to vote.
