Well assuming that this is a male question, I would say not usually. You could pull off light blue, but dark blue would be to dark. On the other hand, if this advice was for a woman, or a man who wears jewelry or other accessories, I would say go for it, but make sure that you brighten up the outfit a little with maybe some silver or sparkly jewelry. Then it wouldn't look so mournful. Experience: I work in a teen clothing store. I dress mannequins and customers every day!

I'm going to try to make this as simple as possible. YES! Black is a neutral as are browns, whites, and denims...in fashion. I figure like this, you wear what you have. There are a thousand different shades of blue, any of which can be paired with black. In fact, I'm wearing turquoise and black today. As a man, you would want to be careful about wearing a blue bottom with a black top. But the opposite is perfectly fine. Some think that navy blue should not be worn with black, but I say it is one of the most professional looks that a person can pull off. Color should be about complimenting your features. A man who wears very loud colors in a professional setting can end up looking like a clown.
Sweetie, go for it! You could go on for an eternity trying to match blues together. Black and blue compliment each other, no matter what the shade.

Yes. But it should be in the order of Blue tops and Black Pants. the other way around I don't think so.

Sometimes. Black slacks with blue socks looks dorky. Black slacks with a blue blouse (depending on the blue) works ... especially if I have the right accessories.

its really not a god idea becaus eit is a dark on a dark and it is kinda a special case because black and blue just dont go together.

Black is a neutral color, and neutral colors go with everything, including blue.

yes and no,, beauty of colors comes because of contrast or harmony, one of the contrast of colors called dark light contrast (between a dark color and a light one and most often the same color but in dark and light form ex between white and black),,,One of the best contrast of colors,,is the complementry color contrast,,that when u use the same brilliance of a color or using grey(degree of black) with the same briliance of the opposite color to a color in the circle of colors (u will see the the black as if it is the color opposite to the other color used with it in the circle of colors) ex. violet and yellow are opposite in the circle of color,, if u wair a grey having the same brilliance of the yellow (which u r using ) u will see violet(not grey) and it has wih yellow a contrast,,this is called complementry color contrast bottom line ,,u can but u take care of the brilliance of the blue.the amount of black to the blue...By the way,,balck is (no color) like white is (all colors),,black is the darkest degree of grey which optained by adding the same amount of two opposite colors in the circle of colors in their pure form...
