why is the fuel pump on 95 neon pump after the car is turned over but not when I turn on my car power?

    If your car is starting OK, there is nothing wrong. It's easy to miss hearing the pump because it only comes on for a second. When you turn the key to the 'on' position, you should hear the fuel pump 'cycle' (run) for 1 or 2 seconds. Then it will stop. This pressurizes the system. When you start the car, then it will run continously. If you do not hear the fuel pump cycle when the key is turned on, and you have to crank the engine over for a while to get it started,then your fuel pump relay is bad.
