your tank should be covered to prevent evaporation and the water temperature 65-68 degrees. always allow the water to stand so the chlorine evaporates or use a product to eliminated the chlorine before you dump it into the tank.

It sounds like you aren't doing proper water changes, which is vital to fish health. If you don't debris will build up and you will have an ammonia spike, which can kill the fish. If you are doing water changes properly, you shouldn't have to worry about the water evaporating. Do one water change per week, if it is evaporating that fast. What size tank do have that you are losing 1 1/2 gals per week due to evaporation. You had better check for a leaking tank

Add water at anytime. Test and treat once a week. And partial water change every six months. Thats the recomendation I would give.

I always add once a week. I set the water out the night before to allow the chlorine to dissipate.

the best way is to buy a 5 to 8 gallon bucket and full it with water and keep it until you need to use it. add water as needed

Replacement water does not get counted as "water change" water ... you still have to do your regular maintance for you tanks health.
