Yes, even though there was no real issue with security. Most of the ships are checked when they leave foriegn ports, not when they enter the US. It's impossible to do, unless you really want to pay a lot more for your I-Pods and other foriegn made goods.

Who I *almost* feel sorry for is little Billy Clinton, Madeline Albright (of the Albright group) and Bill Cohen (of the Cohen Group) who all were working behind the scenes trying to get this through without the President's knowledge, or registering is foriegn agents (anyone working for a foriegn firm).
