you have to remember though, Lord Voldermort was the most feared wizard of all time in the Potter books. that has to say something about him being a bad a**.

Let's see. Harry Potter is going to best Voldemort in the end, and Harry's no Gandalf.

Gandalf. It seems to me the Harry Potter books are geared more towards kids than are the LOTR books - those Rankin-Bass cartoons be damned! Thus, I'm not sure how truly bad a HP villain can be.
Besides, Gandalf has returned from the dead and been elevated to the highest level (white) in his wizard's order.

I've only seen a couple of the Harry Potter movies, but Voldemort seems like a pretty lame villain. Yes, you can't quite kill him, but he's defeated once by the mere touch of Harry, and in the other he's defeated by Harry stabbing a book with a tooth. Maybe he deals more destruction in later movies.
Gandalf, on the other hand, defeated a Balrog, Saruman, and won the battle of Helm's Deep. He's one bad dude.
Gandalf wins, hands down.
