Can a person who has had damage to their heart from meningitis, have the heart repair itself through exercise?

No, the heart cannot repair itself. Heart tissue does not regenerate nor regains it's strength. It can compensate the damage for a period of time but that's it. These days medications can help with most cardiac disorders and can shift the Starlings Curve (it measures how efficiently the heart works) to accomodate a normal Cardiac output. Excercise does help in keeping the heart from getting worse.
