What is the best way to paint over water stains in ceiling?

I have tried Killz primer and the stain bleeds through as it drys. Even after 4 applications. I had thought Killz was the ultimate solution. but short of repalcing the ceiling board, what can cover very light stains. The leak is repaired and there is not mold or other damage.

Update:

I have started with the latex based Killz 2 but have done one coat with the original Killz. I will try a good ceiling paint for coverage next.

Make sure you arent using a latex based kilz. Use original kilz. BUT, if the water stain is not completely dry, nothing will paint over it. I mean not even damp. Also as utahna said, even if the color of the stain bleeds through the kilz, get a high quality paint, preferably EXTERIOR even inside, and paint over it. Even if the color bled through the kilz, the best ext paint will cover with no bleed. Try Lowes, they have a good paint that isnt quite as pricey as some of the top name paints.

sorry there is only one way that I know that you can get rid of this stain affected area with a white base paint that is made for mold you can buy it at any hardware store. Paint the effected area then repaint over the area with the same color of pain that the original kitchen is. With any luck I am hoping that you can match it but probably you will have to pain the whole ceiling again .Why not just paint the ceiling white that way you won't have to match it up with the rest of the kitchen...............Good Luck

Flat white Rustoleum. Much better stain blocker than Kilz, you can paint right over it and it doesn't leave that glossy bleedthrough like Kilz does.

Oil based Kilz has worked every time I've tried it. The also make a spray version if the area isn't too big.

My favorite is one of the higher quality paints (Suprema??) from Dunn Edwards. I have not had any trouble what-so-ever since switching.
