The Hulk would.
He beat Juggernaut twice in the past, and even with an updated body armour, he is no match for Hulk.

The Hulk is much much stronger and smarter and has super healing. There's no contest here.
By the way, the "madder he gets the stronger he gets" doesn't apply to the Hulk anymore. Now Bruce Banner is the Hulk all of the time, but he's still incredibly strong, much more so than the Juggernaut.

It would probably be the hulk, although both The Hulk and Juggernaut are incredibly strong The Hulk's strength levels rises the more adrenaline his body pumps.

I really think it would be a draw. The Hulk gets stronger as he gets angrier while the Juggernaut is unstoppable, except for weapons of magic or psychic blasts which the Hulk has neither of. I believe they would end up just going at each other destroying a couple of cities and then realize they are too equally matched.

Right now, it would be the Hulk because of Juggernaut's lower power levels. The Hulk would kill him as Juggy is now. If Juggy still had all of his power, Hulk couldn't touch him.

The Hulk. The more you piss him off the stronger he gets. Juggernaut gets his strength from the crimson suit he wears. if the hulk pulls the helmet off, it's over.
