Yes you can. White turning black is easier though, but both are medically possible. In the 50's a southern white man used medication and dye to become a black man in order to know what the black endured in the prejudiced segregated south. He wrote a book, "Black Like Me," that I wish everyone would read. It is a time honored classic. It has been reprinted and is available at Amazon and perhaps at your library. The author is Griffin. I remember my Dad telling me that the author died eventually from skin complications. The poignant theme throughout the book is that this is the same person who was white and then black. The same person. So behind all the various skin colors is a person just like me. Quite a powerful book.
