If you wish to just get some information, you can go to a library and look for a Chilton's Manual, or a Clymer manual...even check it out for a time (please, be careful not to get the book all greasy/oily).
To buy a manual any local auto parts store should carry it, though the Pioneer model will share the Chilton's or Clymer manual with many other models. Especially, since this is an older Jeep model. If you don't mind spending a few more bucks, perhaps the local Jeep dealer's parts department can order an exact manual for your Jeep (but this is quite costly, as i did so for my '89 Jeep Grand Wagoneer).
On-line, you can search eBay, Barnes & Noble bookstore, JC Whitney catalog, or even JP magazine.
Good luck and feel free to ask for more assistance.

Ebay is a really good place to find owners manuals. Many people just sell them. type in 1989 Jeep Cherokee Pioneer and it will probly be there for a fair price!

Ebay would be your best bet. The Cherokee model for that year used the same repair and owners manual. Now for repair manuals you can use a Haynes or Chilton manual. You can also search Ebay to get a repair manual on CD-ROM as well.
