I'd send one...wait a few days (maybe a week) then try one more. Wait a few weeks and send one last one. Depends who it is, but they could be on vacation or not check their e-mail very often.

I get e-mails that are just sharing jokes and I don't reply. However, if I had someone send me an e-mail asking questions or seeking a response and I did not want to respond - I'd ignore that person's request or delete their e-mail, or block their e-mails. Keep in mind, though, if I were on vacation for a couple of weeks I may not get to my e-mails to respond. One per week for three weeks and that's it - anything after that and you're a pain for the recipient.

Why? Are you trying to be a stalker?
I wouldn't think someone sending me e-mails was a stalker, I could always just ignore it if I didn't want to talk to them, they would get bored long before I did!

give it 3 times in over a week and then leave it
that person either isn't getting the emails (in which case no point in sending anymore) or they don't want to answer you (no point in sending any more)
then let go and get on with your own life
